The Secretary "tests the waters", verifying that, if needed, he can appropriately douse any pesky Ambassadors.

Ignoring protocol, The Secretary discovers that negotiating a non-traditional rendezvous with The Pool is more fun than he anticipated. 

So enticing was the fellowship with Peasleburg's newest ally, that The Secretary repeatedly took advantage of it's company.

Splashing is definitely no longer an unfamiliar nor unwelcome exercise to the diminutive diplomat.  The Secretary's decorum, however needs some fine tuning. Were this a truly international event, even the most gracious judge would score him a 2.1.

Attempting to fine tune his form, The Secretary experiments on "the side". Finally, the perfect splash. The elusive ultimate commune is accomplished!
